BRITISH WOMAN EXTRADITED TO FACE CHARGES FOR GIVING WOMAN LETHAL SILICONE BUTT INJECTION

British officials warned of poor New York prison conditions won a deal that limits to one year a Queens woman’s sentence on charges of killing a woman with a lethal silicone butt injection.

Donna Francis, 38, appeared in Queens Supreme Court on Friday, the day after she was returned to the United States from England. She was ordered held without bail pending trial.


She is charged with criminally negligent homicide and unauthorized practice of a profession — in this case, posing as a medical professional.

Under New York law, Francis would normally face a sentence of up to four years in prison. But British judges — who according to media reports were told horror stories about Rikers Island — agreed to return her to the U.S. only if officials agreed to cap her prison term at one year.


Fearing filth and rats at Rikers or at an upstate women’s prison, Francis’ lawyers in England fought successfully for a deal that would let her await trial and serve her sentence at the jail in Suffolk County.

Francis’ alleged crime was “egregious,” said acting Queens DA John M. Ryan.

Francis, who lived in Rosedale before she fled to England in 2015, was indicted three years ago in the death of 34-year-old Kelly Mayhew, a freelance producer for BET Television.

Mayhew traveled with her mother from their Maryland home to the basement of a Far Rockaway house where Francis — a former hairdresser with no medical training — had set up her clinic, prosecutors charge.

Authorities said Francis injected into Mayhew’s backside $1,600 worth of clear liquid silicone gel she’d bought on eBay.

When Mayhew began having trouble breathing, her mother started CPR and begged Francis to call 911, cops said. Instead, Francis grabbed her keys and took off in a gray SUV.


Mayhew suffererd cardiac arrest and died at St. John’s Episcopal Hospital in Far Rockaway, said proseuctors. The city medical examiner determined that the the silicone caused a fatal clog of an artery.

Francis ended up living in Loughton, a distant suburb of London. A BBC report said she lived there with a young child.

Francis’ U.S. lawyer, Kevin O’Donnell, would not comment. However, a source close to the suspect said the arrangement is “not a sweetheart deal.”

“She cannot be in Rikers or in any upstate women’s facility as part of her extradition,” the source said.

The source added that in seeking the deal capping her sentence at one year, Francis’ lawyers cited remarks by Mayor de Blasio and Gov. Cuomo “to support that position that Rikers and upstate were deplorable.”

Queens Assistant D.A. George DeLuca-Farrugia, who handles extraditions, said Mayhew’s family was made aware of the deal in advance.

“They understand,” he said. “They just wanted to make sure we got [Francis] here to have her day in court. They want some justice.”
