Police said EJ Tate and his girlfriend, Edwina Thomas, were shot while sitting in a car.
Tate died on the scene and Thomas died at the hospital.
Victoria Seay, 18, was arrested and charged with accessory after the fact. Police said she drove the shooter away from the scene.
“They were such a tight couple. If you saw one you saw the other. She was such a beautiful young lady,” EJ Tate’s uncle, Lee Tate, said.
