This was confirmed on Thursday by Assistant Commissioner Clifford Chambers, head of the Area Three Headquarters, who said Mr. Smiley was charged on Wednesday with conspiracy to murder.
He is to appear in court on January 30.
He said Mr. Smiley is still being investigated in connection with other murders committed in Manchester, including the fatal shooting of a man at the Mandeville Market on Christmas Eve.
