KINGSTON, Jamaica — Director of Public Prosecutions (DPP) Paula Llewelllyn, responding to reports that the Independent Commission of Investigations (INDECOM) has sent a special report to Parliament regarding the fatal shooting of Robert ‘Kentucky Kid’ Hill by the police, insists that there was not enough evidence to prosecute the accused.
According to the DPP, no eyewitnesses came forward to corroborate accusations that Kentucky Kid was murdered and so there was no case. The DPP said that the crown was not in a position to contradict the self defence claims made by the accused.
“This country is governed by a rule of law,” she said in a radio interview Friday morning. “If we proceed to do what the law does not allow, that would be professional corruption as far as I am concerned.”
In a news release Thursday afternoon, INDECOM argued that there is a strong prima facie case that Hill’s right to life was breached because the evidence reveals that his life was taken by unjustified use of force by agents of the state.
INDECOM said that there was no effective prosecution, as the view is supported by evidence that the officers’ accounts of the incident and possible inferential evidence that the killing was motivated by a private grouse. Additionally, further, scientific evidence does not support allegations that Hill fired upon the police officers, INDECOM said.
Hill was shot and killed in what the police said was a shoot-out when they went in search of him at his Ivy Green Mews home in St Andrew in December 2009.
Following a ruling by presiding Coroner Patrick Murphy in September 2014 warrants were ordered to be issued for the arrest of five people said to be involved in the killing — three policemen and two civilians.
But the DPP withdrew the case on Tuesday October 14, 2014 in the Home Circuit Court arguing that there was no evidence linking the five to the murder of Hill.

  2. I don’t have problem with police doing their job. But don’t kill innocent people. A police kill my Nephew he moved away from the neighborhood he grew up in saying he can’t deal with the violence. And the police just kill him thinking he was someone else. But I heard that police die a terrible death. So do your job and don’t be quick to kill unless your life is threatened.
