Retired police Commissioner Ellington under cross examination from Barrister Williams stated that Tivoli Gardens under Dudus’ rule was deprived of police protection for over thirty years. The commissioner stated that brutal murders were used to enforce a code of silence. It was said that the police knew that they would face ambush if they tried to enter the once dangerous stronghold and even with a police station merely across the street, they feared entering.
In the police report on the 2010 massacre ,140 guns were retrieved along with countless rounds of ammunition. Ex-commissioner Ellington said that when police forces entered Tivoli Gardens in 2010, sand bags were already erected in order to bar them from entering.
